SQL*Plus and spw*.msb

Hello all:

I have a small problem. SQL*Plus (3.2) will not run. When I try to run it, I get the following error:

Message file UTILITY_MSG\spw<lang>.msb not found!

All the .msb files are there in the current directory. I've tried moving them (to windows, windows\system, mkdir UTILITY_MSG and tried them there) and I've tried setting some environment vars in a dos shell. Do I need to editd the registry?

I'm running Win95 and SQL*Plus 3.2
