Hi,
  Headstart is a service offered by Oracle Consulting, basically it is designer 2k templates & libraries which allow as near to 100% generation as it gets and as Oracle would say TRAINING & DOCUMENTATION to back it up.

if you have no experience of generation the initial learning curve is higher but at the end of the day is generally worth it.

I used to deliver this service to customers before I left Oracle and it does work.

There may now be alternative suppliers now who provide pre-packaged templates etc.
