I assume you're talking about the Remote Access Service dialup window that appears as soon as you start using any TCP-based application?

To prevent this is very simple. Go to Control Panel, click on the Internet Explorer applet. The IE Setup window will be displayed. Click on the CONNECTION tab - the first option I think is "connect to the Internet as needed". Disable it.

Then e-mail bil.gates_at_microsoft.com and tell him he's an asshole and that Microsoft should be forced to unbundle. (this part is optional of course) :-)
