Problem w/ creating new PL/SQL Agent

I created the DAD and I am trying to create the PL/SQL Agent. but I get this NT System message:

AGADMIN - Application Error
The instruction at "0x77f886df" referenced memory at "0xffffffff". The memory could not be "read".

MS VC++ displays this message:
Unhandled Exception in AGADMIN (NTDLL.DLL): 0XC0000005: Access Violation.

The box running both Oracle 8 and WAS 3.0 is an NT 4.0, 64MB RAM, Intel PII 233, 3GB, and WAS 3.0 and Oracle8.

Any help is greatly appreciated
