Depending on which version of the client software you have will determine your options. The easiest option for windows 3.1 is to use the Oracle Client Software Manager (as described in the Getting Started Guide) which is part of the Oracle Installer. You can perform a shared install of RSF's, SQLPLUS and SQL*NET client with this tool.
