Yep, check character set of VMS, probably something like US7ASCII (correct 7
bits, so no extended character set). DON'T change this on the fly, doubles
the database files (according to proper trained people who don't give you a
work-around).
Anyway, it has something to do with character sets local and remote (check
your registry, there must be a key call
local_machine\software\oracle\nls_lang or nls_language
