Q: Programming tool which increasses programer's performance

Hi,

we intend to begin a new sw-project based on oracle-db. To increase programer's performance we're lookig for a software development enviroment that lets programer's do their task fast and faster, without spending weeks in advance to define and implement objects and libraries.

All comments and suggestions are wellcome.
