I have a customer who have been running more than 25 databases in RAC for almost 10 years. We started running 4 nodes 10g R2 Extended RAC (25KM apart) and 3 years ago we upgraded to 11gR2 but reduced the nodes from 4 to 2 and changed DR fro storage mirroring to data guard. The number of databases has also increased from 25 to 28. We have not hit any resource problem, previously we have done some careful capacity planing in terms of CPU and memory (not so much on I/O lthough I insisted) and have done the resource management exercise. We have not hit any major problem.

In newer version we have some better resource management as well, in 11g instance caging, 12c maximum PGA (almost there) etc.

Plus in the engineered systems such as Exadata which is used heavily to consolidate databases it is not unusual see more than 10 databases running in RAC Clusters in these systems. The beauty of Exadata is that it also allows you to control I/O resource as well.

So I guess that 1 database per cluster is no longer true nowdays.
