Yes this is what I did. And I opened a SR and that is what the engineer told me to do. It worked.

emctl config emkey -copy_to_repos

But boy did the upgrade take a while. Part of the reason was to get the Storage Provisioning option but the button is not there by default, must be more I had to do there.
