My knowledge of Streams hasn’t been updated since the days of Advanced Replication, so personally I’m not sure. J

 

The matching question, though, is can you use the SYSTEM account to configure and manage Streams  in SQL*Plus?  I don’t think it has access to the relevant packages etc. by default.  However, if you’ve granted that access, then it should work equally well in EM.
