For setup, you don't need any connection between the two databases. Your standby database needs to be a copy of your primary.

But, I think what you're asking is if it is possible to ship redo between a primary and standby database without a password file. The answer is yes, you can use SSL with Oracle Internet Directory (OID) and an Oracle Wallet (or hardware security module).
