Definitely use Enterprise Manager. 13c just came out and if your databases are EE with diag and tuning pack, you have a ton you can do with the product rich t Out of the box. EM has a limited use EE licence for the EM repository database, so you don't have to pay for another database license. There isn't any other licensing for the main monitoring, backups, notifications and a slew of other features you may have been trying to figure out how to accomplish but didn't know EM could do.
