Could you show the value of "QUERY_REWRITE_INTEGRITY" parameter? You have to set it to TRUSTED or STALE_TOLERATED: https://docs.oracle.com/cd/E11882_01/server.112/e25554/qrbasic.htm#DWHSG01821
