For the record I didn't and don't ever expect you or other employees to comment on Oracle policy, just as I'd never comment publicly on policies of my employers. Apologies if it came across that way. I'm glad that we have you, and other Oracle product people, on the list without us generally pestering you for things like release dates or support.

One comment I would add though is I do see more people installing GI in single instance environments so they get ASM. And if they’ve done that, they get Restart as a bonus. J

Well I'd wonder hard about that particular one because Oracle Restart was only introduced with 11.2 and is already "deprecated". I don't imagine it will be around for as long as SQL*DBA was. Its a pretty clear signal that someone up there thinks it was a mistake. Learning how to work with your O/S to manage system services the O/S way seems to me the "right" thing to do here.
In addition I'm not sure I'd necessarily expect everyone with single instance databases to have installed Grid Infrastructure to start with..

Seriously, Restart is there and working with the Grid Infrastructure now, it took me less than half a day to get it installed and working, so why would you worry about the normal warning we give well in advance of desupport of something? Deprecation and desupport mean two very different things.
It even forces you to do things the “right” way. On my small test environment I ran out of memory with too many databases, so I tried to kill one off with a “kill -9” of PMON (my usual quick and dirty way) and the damn thing restarted on me! LOL – had to really do the shutdown from SQL*Plus as I should have! J

On the very page that you referenced –it says
Starting with Oracle Database 12c, Oracle Restart is deprecated and is subject to desupport in future releases.

Does anyone knows how to configure the automatic startup / shutdown in Oracle 12c for Linux?
I am talking about the resource used when we do the boot in the server and wants the database (container and plugable) on line without execute the startup manualy.
