With proper privileges, yes (see my previous message about the OSDBA group). However, it is not the way Clusterware was meant to be managed. Separation of duties indicates that you might want a user to manage a database but not manage Clusterware daemons.
Clusterware database operations are designed to be run from the Oracle home in which they reside.
