Three things come to mind
  1. The non-multi-tenant architecture is known as the 'Pre-12c' architecture. In other words, in the future, we will have no choice.
  2. Prototype & evaluation is generally considered included in the OTN License.
  3. To test things, you can always purchase a single named-user license called the Personal Edition. Includes multiple PDBs but only one hooman attached to the front end.

On that last - one named person, as in "this persona is the only one allowed to use that database, regardless of how many userids, and how many front ends and application servers and internet bridges, are between the person and the database. And no, the name can't change periodically. Still at US$400 for the perpetual ...
