Actually, the pluggable database architecture is not extra cost.

Actually, the pluggable database architecture is not extra cost.

"Extra cost option for up to 252 pluggable databases. The multitenant architecture with one pluggable database (single tenant) is available in all editions."
One of the reasons for upgrading the db - the sysadmins want to use newer hardware. The Windows NT you used 16 years ago doesn't work on the 64GB ram machine they just bought, so they are going to force the change under you. ;-)
