enterprise manager express

Can a OEE 12 db be configured into cloud control and also have this EM Express deal? This text could be taken either way:

"Enterprise Manager Database Control is no longer available in Oracle Database 12c. You can use Enterprise Manager Cloud Control 12c or Enterprise Manager Database Express 12c to manage your Oracle Database 12c databases." a.

Is there an implied, "but not both."  I'm pretty sure they would have used      
an "and" if the two did not conflict.  I guess I hope that is one of      

the reasons for them tossing dbconsole, that they finally fixed the conflict.
