12c Agent not talking

Having some trouble with 2 agents I just deployed. Control box is 64bit W2008 running 12.1.0..3 EM. My summary page shows 2 platforms (w2008 and w2003). If I select Targets/Hosts I see 4 boxes.

EM box - 64bit W2008R2 shows up as status Green and I see the metric Data.

Box A = W2003 32bit.  Shows up in Hosts as status Green and I get metric data from it.
Box B = W2008R2 64bit shows up as Unknown status with an error in Metric Collection
Box C = W2008R2 64bit shows up as Unknown status with an error in Metric collection.
Box D = W2008R264bit (agent install error on perl lib. Working with oracle on that one....not going well).

Enterprise Summary (host) shows the 2 platforms that are green status under Inventory and Usage.

Both Box B and C - I can go to the boxes and the agent home, execute emctl status agent and get good status back. Both agents see the EM box and the upload ports and heartbeats check. Box B shows last successful upload as 3 hours prior to this email, but no uploads pending. Box B shows 'none' for last successful and attempted upload.

In EM, the metric collection error is the same Metric evaluation error start - Unable to connect to agent at https:\\<host>:port/emd/main [Connection timed out: connect]

For box B, this is port 1830. Not sure how it got to be 1830 as I didn't set that as a default. Box C it is 3872. I have had the system admin make sure that both of those ports on their respective boxes were open for outgoing and that were open for receiving on the target boxes.

Is there another log I'm missing somewhere that would give me more information on this. Something else I can check. I've been crawling through MOS but I'm not seeing this error or any resolution so far in the agent troubleshooting docs.

I've not done any target discovery yet. I've only installed agents on the target boxes to get the comms working between targets and EM.

Thoughts?
