which correlates to the Extended Support ending in July 2013, according to the Lifetime Support Policy: Oracle Technology Products (PDF) found at http://www.oracle.com/us/support/lifetime-support/index.html and since XE10gR2 was to promote 10gR2 it makes sense they would pull that.
If you have a support agreement, might let you download XE10gR2 if you open a SR as per that first link.
