Re-scale oracle polygon using a factor

Is there any resource in the Oracle Spatial to re-scale a polygon, for example:

Initial polygon:
area 99.93235
length 39.98647

at point  X=269138.90513  Y=175802.23506  Z=  0.00000
at point  X=269136.90223  Y=175792.44115  Z=  0.00000
at point  X=269146.69614  Y=175790.43824  Z=  0.00000
at point  X=269148.69904  Y=175800.23216  Z=  0.00000
at point  X=269138.90513  Y=175802.23506  Z=  0.00000

*After apply the re-scale using factor 10, the autocad resize and a new polyogon as: *

Re-scaled polygon
area 9993.23504
length 399.86468

at point  X=269138.90513  Y=175802.23506  Z=  0.00000
at point  X=269118.87608  Y=175704.29594  Z=  0.00000
at point  X=269216.81521  Y=175684.26689  Z=  0.00000

I would like to know about database resource, and not java code or tool.
