And to add to Mark's answer, I'd suggest you should explore dbms_parallel_execute for the delete if you can. CTAS-Truncate-Reload is an answer but it is not THE answer. you are deleting 30m out of 220m rows, so test both approaches, based on rows (to be deleted) clustering in your environment, you might find one way works better than other.
