been using 12c in production for about 18 months now. The base release was pretty bugged (to the point of being unable to monitor databases with it). but the bundle patch fixed all the bugs that were causing us trouble. The transition from Grid Control (11g) to Cloud Control (12c) is a bit rough if you don't have any training. I had to implement it from scratch for a new environment and I was able to learn as we built the rest of the servers. Your play to start in dev and slowly deploy it to QA and Prod is a sound one. Though I would suggest you separate dev from the rest of the world, that way you will have two OMS installs and will be able to test patches and procedures on the dev OEM without risking loosing monitoring of your prod databases.
Oh, and someone else pointed out that the OBE for 12c are out, so that's a pretty good place to start. If that doesn't help, there are quiet a few video tutorials on youtube.
