I was at a pre release event in Denmark last week and from what I remember this sounds as the "Stretch Data Guard stuff" where you are synchronous to a global service manager not faraway ( less that 30 km) and from the  global service manager asynchronous to one or more Data Guard instances that can be faraway and even on low latency connections.
