I did read that, it is what I was referring to when I said "... The license guide that comes with the EMGC 12c documentation implies...". What the passage really says (imho) is that, in the case that you already have a licensed base installation, more features are included than before if any Oracle product is licensed. It does not state that the base installation itself is free of charge, and under which circumstances precisely, but it could be construed that way. I may be wrong in my interpretation - perhaps there is a published legal decision somewhere out there?

Tantalisingly, when one attempts to download the EM installation package from technet, the OTN developers license is applied. That would indicate that EM (Grid/Cloud/Life/Universe/TheRest) Control is not free. But, as Alan pointed out, there is no listed price.

Very confusing.. like everything else involving Oracle licensing.
