Yeah that seems to be a bit misleading. It appears that Oracle is saying that RAT gives you that ability, but it does not seem to be saying it is EXCLUSIVE to RAT. That section falls under the main Real Application Testing Heading and they've already stated just above that that creating SQL Tuning sets are included in both RAT and the Tuning pack so I believe it to be a misread to infer that RAT is the only option here.

Yes I have documentation it's stated in the manual Oracle(r) Database Licensing Information 11g Release 2 (11.2)<http://docs.oracle.com/cd/E11882_01/license.112/e10594/options.htm#CJAGBGHH> :

 SQL Tuning Sets can also be accessed by way of database server APIs and command-line interfaces. The following subprograms, part of the DBMS_SQLTUNE package, provide an interface to manage SQL tuning sets and are part of the Oracle Real Application Testing option:

  • ADD_SQLSET_REFERENCE
  • CAPTURE_CURSOR_CACHE_SQLSET
  • CREATE_SQLSET
  • CREATE_STGTAB_SQLSET
  • DELETE_SQLSET
  • DROP_SQLSET
  • LOAD_SQLSET
  • PACK_STGTAB_SQLSET
  • REMOVE_SQLSET_REFERENCE
  • SELECT_CURSOR_CACHE
  • SELECT_SQLSET
  • SELECT_WORKLOAD_REPOSITORY
