I'd get DB Optimizer from Embarcadero but I'm biased. It has much quicker and more interactive AAS monitoring with deep drill downs than OEM or Confio. It's the only tool with Visual SQL Tuning (VST) which is the only way I'd want to tune SQL. DB Optimizer is a great hands on problem identification and tuning tool and not an enterprise monitoring tool. Confio is good for enterprise monitoring. OEM is OK - not particularly amazing. The core is almost 10 years old now and only been marginally improved. Diagnostics pack does give you access to ASH and AWR which is pretty awesome. ASH is even better in 11.2 with some data that's not available to Confio or DB Optimizer (which can run withtout the diagnostics pack)

Foglight - I haven't hear much about this. Foglight was a huge debacle at Quest. They way over paid for what they though was a thorough solution and it turned out to be a shallow and shoddy but they paid to much to back down so they have spend years cleaning it up and integrating the DB technology into it. Any one using it? Happy with it? Foglight is meant as a enterprise monitoring solution and not so much a diagnostics tool.
