Its not an existing per say. I'm creating the 11gdb to support the app and migrating the 9i data over.

But, that's my thinking as well. Unless I'm missing some script I should run after the import or such.

If you are bringing your app into existing 11g db, why do full import? sys and related schemas are already properly upgraded, I'd just bring in your app schemas. That should do it.
