I think the base bug number (after a bit of hunting!) is 14279007. There is a note about it as well (1474279.1) which is a published note so I guess you can see it (most of the information in the bug cannot be seen because it contains customer information). Certainly, the workaround there says (and I quote, complete with spelling mistake):
Workaround
Enable Managment Access for pack "WLS Management Pack EE" by following the next steps: Setup-> "Management Pack Access" > Host > "WLS Management Pack EE"
