Yes, but there is nothing new in that announcement. The January date was when the supporthtml site was switched from the old HTML site to the new, partially completed ADF-based HTML site.
There is little enhancement to the look and navigation of the main Flash site, but at least it's not Flash-based. I look forward to this weekend's enhancement on the new HTML site, as it appears to address many current shortcomings.
To try the new site, use https://supporthtml.oracle.com/ instead of https://support.oracle.com/ (at least in the US)
