Thank you for the comments. But , will the control file location be read when database is in no mount state? My understanding is that control file is read only when database is in mounted state.

It has to do with the way OMF is handled on ASM. The best way to do this is use RMAN to restore the controlfile to another location. See this note for details: *How to duplicate a controlfile when ASM is involved [ID 345180.1]* I have found ways to get ASM to recognize files with non omf names, but the above is the cleanest supported way.
