Hi Rich,
I have some experience with Oracle Application Server, I have no experience with GC ...
For AS Webcache issues I would look into:

      ORACLE_HOME/webcache/logs/event_log
      ORACLE_HOME/opmn/logs/*                         # sorry I don't
