simple BI Publisher question

Can I design a PDF output format (XSL-FO) using BI Publisher? I can see the place in BI where I can import an XSL, but I want to know if BI can help me design one.
I've already spent many hours searching the internet. You'd think it would easy to find the answer, but I guess not.
