Is ACFS not separately licenced?
The restricted use limitations are a little bit vague

Customers wishing to store their own data files, or non-Oracle Database software files including data files, binaries, administrative files, and diagnostic files, in Oracle Cloud File System must separately license Oracle Cloud File System."

depending on the version you have you could look at using ACFS as a shared location across the cluster.
