I haven't come across this before, but have a few more ideas for things to check...

What's the output of "lsnrctl stat services" from the listeners on both nodes? Also, is this service listed in the SERVICE_NAMES init parameter of either instance?

Can you try the "status service" command as well as the crs_stat command on the other node, just to double-check that it matches this output?
