Grid Control questions

If you have a monitoring TEMPLATE, how do you tell which targets it has already been applied to?
Grid Control tells when there are security violations. What standards are those benchmarks based off of? Are those specific standards from Oracle or are they NIST standards, etc.? -- http://www.freelists.org/webpage/oracle-l
