I've never heard of WebFocus, but the only thing I've ever run across that sounds remotely close to this is with anything that uses ODBC to create the Oracle connection (like MS products or ARC). But, this symptom only affects the insert or update statements. I've never had similar problems if the ODBC connection was only performing select statements.
