Check out steven chan's blog, he will have the relevant certification information (eg
http://blogs.oracle.com/stevenChan/2009/09/internet_explorer_8_certified_ebs12.html) together with the tech stack requirements to make it work. I'd lay bets it's I.E 8 rather than Windows 7 that's the issue.
