I am assuming you are on the Linux platform as RAC One Node doesn't yet exist for anything else...

RAC One Node works as follows:
1) You install the RAC software stack on all nodes of your cluster just as with a "normal" RAC installation. In your case, it's only one node.

2) You create a RAC database to run on ONLY ONE instance of the cluster. Still the same as with "normal" RAC (although with a RAC database you'd possibly make use of more than 1 node)

3) You need to install a patch from Metalink for RAC One Node (check the user guide, don't remember the exact patch number)

3) You call raconeinit and select your database instance

It certainly can, but if I were you I wouldn't run what is effectively a single instance Oracle database with the RAC codepaths. You will have to maintain additional memory structures in RAC even if you don't use more than 1 node which provide an overhead.

You will require shared storage for the OCR and voting disk-local storage only won't work.
