It's all on metalink..

The PSUs are recommended patch bundles. Search metalink for "11.1.0.7 recommended patch" - it'll be like the first hit.

PSUs are listed as *.1 or *.2 so i.e. 10.2.0.4.1 - but they don't actually change the server version. And yes, they do include the latest CPU at the time of their release.

We're installing them on all new 10.2.0.4 and 11.1.0.7 release installations. Quite a few BUGs are fixed with them.
