Is it good to partition as best practices says to use LUN itself as OCR/Voting disk. Is there any drawback in accessing this big Raw LUN even it is only a fraction used.

You can have a single LUN and have separate partitions within that LUN for OCR/Voting, and leave the rest as ASM disks.
