Sql-id value: does it chage and what evet changes it?

Hi all,
I have done some testing and found out as long as sql-text does not change, sql-id remains same even if...

1- db reboots.
2- sql ages out of lib cache
3- sql changes exec plan.

Can someone confirm/rebut these findings please.
