What is the purpose of the new sql_id?

This new column appeared in 10g and is becoming the standard to refer to a given sql. I couldn't find a reference as to why was it introduced vs. Old way of using sql-hash? Also, I assume this id changes when a query gets reloaded, but it is never reused. Is this a correct statement?
