Try to turn on debugging for your app, and see where the time is going.

Put YES in the 6th field of the URL, for example:

http://asktom.oracle.com/pls/asktom/f?p=100:1:4470804404363123

http://asktom.oracle.com/pls/asktom/f?p=100:1:4470804404363123::YES

(note, for asktom debugging has been disabled).
