PL/SQL smarts

I have some self-education time, and would like to bone up a bit on PL/SQL. I've written a handful of anonymous blocks over the years, but haven't delved into functions, packages, and procedures. My first attempt to convert a PL/SQL block into stored procedures was less than fully successful.
I'm looking for suggestions on how to improve my skills. Is the documents the place to start? Any thoughts would be welcome.
