You're showing the output opmnctl status - that controls the application server that Grid Control (aka Enterprise Manager) runs on top of. I don't have much experience with Grid Control, so I'm not positive on this, but I think the OMS and Agent process are controlled separately with the commands I sent earlier so please try running them instead of the opmnctl command.
