Re: strange sqlplus and oracle connection issues

I forgot to mention this. I checked the logs. nothing useful.
fatal error 12170 with no details.
it looks like it might be a bug...
does anyone know if i can upgrade my current version to the 10.2.0.3 release on otn or do i have to do a full reinstall?
