But of course it will certainly be SOX compliant!
There are additional levels of security you can place on your oracle database, including some new features in 11g, which might get you closer to the goal without breaking anything, but, in all seriousness, if you're apps were not created with SOX and security in mind, it's doubtful you'll ever fully get there without considerable change and effort!
