Looking at the tab for "Enterprise Manager" products, only the various "packs" seem to be available for sale; there is nothing about "Grid Control" there. Same for the tab for "Database"; no mention of EM or GC...
I've always thought the bible for licensing is the "Software Investment Guide" or "SIG", but there is scarce mention of the phrase "Enterprise Manager" there, never mind "Grid Control".
Hey, if it's so difficult to find a way to buy it, then it *must* be free, eh? :-) Anyway, from the evidence, I think Brandon is correct; basic EMGC without any packs is free...

It's amazing how hard it is to get specific information about what's covered and what's not. I think the difficulty here may lie with the fact that yes, you can install and run grid control without the diagnostics packs (et al), but you can't do much with it.
