AWR Report - "Segments by Row Lock Waits" -> Column "% of Capture"

In AWR, in the section "Segments by Row Lock Waits" , What does the column "% of Capture" mean? ..
From an AWR Report taken from a Benchmark Run, there exists Only 1 entry specifying the index IDX_INTERFACE_REQUEST_DTL_TBL with "% of Capture" = 100%
Qs. What does this mean? Is the following index HOT / Lock waits?
Any advice / links will help.

Segments by Row Lock Waits
- % of Capture shows % of row lock waits for each top segment compared
- with total row lock waits for all segments captured by the Snapshot
